Juniper Health and Wellness, Mequon – Unlicensed Doctor Luann Moraski – Fraud Files Blog

Convicted felon and unlicensed doctor Luann Moraski is working again in a medical practice called Juniper Health and Wellness. She is prohibited from providing most medical services that require a professional license since she does not have a license to practice medicine, but why let a silly little detail like that stop her!

This practice is essentially a new iteration of her former practice, ThriveMed, S.C. But before we get into the medical practice that Juniper is, let’s take a trip down memory lane and talk about Luann being a felon and her long history of medical licensing problems. In summary:

• Luann Moraski has been convicted of OWI (operating while intoxicated) four times in Wisconsin between 2011 and 2026.
• Her most recent conviction was for a felony and resulted in 11 months in jail plus 3 years of probation. She was charged with this felony on 2/26/25 and convicted on 2/20/26.
• Luann’s medical license was suspended several times in Wisconsin. At times she was allowed to practice as a physician under special supervision, and at other times she was not allowed to practice at all. Information provided by her patients suggests that she practiced medicine even when her license was suspended.
• On 4/4/25, Luann surrendered her WI medical license. This was a clever move. At that time, she was under a suspension and order from the Medical Examining Board that did not allow her to work in any medical practice in any capacity. She had asked to be allowed to work in a non-medical capacity at her practice, ThriveMed. This request was denied. But once Luann surrendered her medical license altogether, the Board no longer had jurisdiction over her as a licensed physician. She could work in the practice, but she was still prohibited from providing medical services that require a professional license. Again, patients have indicated that she continued to practice medicine.

The 11 months of jail time started 2/20/26 and Luann was allowed work release privileges. What did she do that constituted work? She went to her practice, ThriveMed. What makes this interesting is that Luann announced on 10/31/25 that ThriveMed was closing. At the time she began work release, the practice was reported publicly as “permanently closed.”

How does one get out of jail each day to “go to work” if the company she “works” at is permanently closed? Indeed, a visit to the practice on 3/30/26 found Luann there by herself. She said that the practice was “closed.”

So what exactly was Luann doing at ThriveMed for her work release? Was ThriveMed still operating in some capacity? Was Luann doing administrative work associated with a closed practice? Was she providing medical services to patients? Or was something else going on? Is it possible that she was lying to the Washington County Sheriff’s Department when she reported working in order to leave the jail each day? It’s all very curious!

And then in August, Luann’s new clinic was announced, Juniper Health and Wellness in Mequon. An email was sent on 8/10/26 by someone named Caryl to the ThriveMed patients. Juniper is going to build on the values of Thrivemed! It’s going to have everything the old practice had, plus hormones, aesthetics, IV therapies, and more! In a clever move, neither the email nor the company’s website mention any practitioners who are providing care. I suppose it’s probably a good move to conceal Luann’s involvement, since she’s not authorized to practice medicine.

Who is actually providing the medical care at Juniper? The website advertises a membership-based medical practice with primary care, sick visits, diagnosis, prescriptions, and after-hours medical guidance. Someone appropriately licensed must provide services that require a professional license. Who is diagnosing patients? Who is prescribing medication? Who is providing primary care? And what exactly is Luann’s role? I will keep searching for the identities of the licensed practitioners providing care at Juniper Health and Wellness. I think it’s important.

Here’s what I do know. A personal friend of Luann’s named Jane Thomas registered the Wisconsin LLC for the business on 4/9/26. Jane does not appear to be involved in the practice in any other capacity. She simply did this registration as a favor to Luann, according to sources.

Now I wonder…. if Luann is not doing anything wrong, why not register the LLC in her own name? Certainly anyone who is doing business by the book wouldn’t feel the need to hide the ownership and operations of the business?

The LLC is registered at ThriveMed’s old location, but the new business is located at 10532 North Port Washington Rd, Suite 1E, Mequon. Juniper uses the same phone number that ThriveMed had, 262-643-4900. The old ThriveMed practice had a monthly membership that gave patients access to medical services from Luann, a nurse practitioner, and other office staff. Juniper is following the same model, but is offering additional services like red light therapy and possibly laser treatments, all for an extra cost.

Luann is scheduled to be released from jail on 10/25/26. The 11 months of jail time that she was ordered to serve in February has magically become only 8 months. Yet another lucky break for our favorite unlicensed physician!
