Stolen Identities, Stolen Benefits | Louisiana | Identity Theft Fraud

Louisiana investigators have uncovered an identity theft scheme that exploited weaknesses in identity verification to fraudulently access multiple public assistance programs. According to the Louisiana Attorney General’s Office, the defendant used stolen personal information to submit benefit applications under several identities, collecting payments intended for legitimate recipients.

Authorities allege the individual obtained Social Security numbers, dates of birth, and address information through prior data breaches and informal resale networks. Using this information, the suspect created online accounts, bypassed basic identity checks, and redirected benefit payments to prepaid cards and newly opened bank accounts.

The scheme came to light after analysts noticed repeated device fingerprints and overlapping contact information tied to applications across different programs. Further investigation revealed mismatched identity attributes, recycled phone numbers, and address data linked to vacant properties and short-term rentals.

“This case highlights how identity theft continues to evolve beyond single-account fraud,” said a spokesperson for the Louisiana Attorney General’s Office. “Criminals are leveraging fragmented systems and limited cross-program visibility to scale their activity.”

Officials noted that the fraud persisted for months before detection, underscoring the importance of layered identity intelligence, behavioral analytics, and continuous monitoring to identify anomalous activity earlier in the application lifecycle.

The defendant faces multiple felony charges related to identity theft, theft of public funds, and wire fraud.
